ANNA GIBSON STROBLE, JD | PARTNER
Anna served as Senior Counsel for Mississippi’s Hurricane Katrina $5.5 Billion CDBG-DR Program where she was responsible for all program management, regulatory compliance and financial compliance. Since that time, she has continued in this role for seven other federal recovery grantees across the country.


ALETHIA THOMAS | PARTNER
Alethia has over 15 years of experience working alongside government agencies in a program management role aiding in the administration of federally funded housing projects to rebuild communities affected by disasters. Since joining HORNE in 2011, she has been responsible for the oversight, training, team leadership, and operations for CDBG-DR programs for the New York Governor’s Office of Storm Recovery, Texas General Land Office, Virgin Islands Housing Finance Authority and Mississippi Development Authority.


MARSHA DIECKMAN, CPA | PARTNER
Marsha has over 25 years of experience in the areas of tax consulting and compliance when collaborating with states to create solutions for new federal funding streams. Before her career with HORNE, Marsha was a tax manager for an international accounting firm. She now works with states to maximize Coronavirus Relief Fund/CARES Act funding opportunities and provides oversight to teams implementing related recovery programs.


JONATHAN KREBS, CFA, CGFM, CFE | PARTNER
Jonathan collaborates with governments to design and implement federally funded programs to recover from some of the country’s most devastating disasters. As a nationally recognized expert in disaster recovery finance and compliance, he assists officials with maximizing their funding opportunities, integrating compliance with operations, and embedding transparency and fiscal stewardship.


NEIL FORBES, PMP, CFE | PARTNER
Neil has over 20 years of experience in leading multi-discipline teams providing program management services on large, federally funded programs. He is directly responsible for client services on programs totaling over $40B in federal funding. This oversight includes guidance for 700+ full-time professionals and part-time staff in nine states and three US territories. His strategic direction has led to the successful deployment of rapid solutions, processes, and innovative technology to effectively support client objectives. Under Neil’s leadership, HORNE’s Government Services practice group delivers best-in-class service, supporting activities with state and federal agencies, municipalities, non-profit and for-profit sub-recipients, and individual applicants receiving federal disaster aid.


CATHY DENMAN, CPA, CFE | PARTNER
Cathy has over 26 years of experience in accounting and disaster recovery. She provides expertise in financial and compliance oversight for FEMA and HUD-funded recovery projects and serves as an Operational Partner for HORNE projects across the country. In the role of operational partner, Cathy provides project management to the teams implementing FEMA and HUD funded disaster recovery programs. She has served in this role for projects in Mississippi, Texas, and Colorado.


SCOTT KELLER | PARTNER
Scott has 30 years’ experience leading teams at the federal, state and local levels to successfully find solutions for some of government’s biggest problems. He works around the nation in developing complex finance options and finding creative solutions for communities recovering from disasters. From 2003 to 2007, Scott served as the Deputy Chief of Staff for HUD where he directed personnel, political, and policy matters for over 9,000 employees across the country.


BRYAN MCDONALD, CPA, CFE, CFF | PARTNER
Bryan is an expert on FEMA Public Assistance (PA) and Hazard Mitigation funding. He established the first state-based real-time audit system for PA, providing the framework for systematic management review driving accountability for more than $2.8B of federal funding. The process was recognized by the Government Accountability Office in its report to Congress on disaster recovery. Bryan is a resource for complex FEMA funding issues.


SAMIR EL HAGE, PE, MEM | PARTNER
Samir provides direct oversight for the 120 employees providing program management services to Puerto Rico – the largest single grantee HUD CDBGdisaster recovery program with federal funding of $20B. Prior to this role, Samir led the largest Sheltering and Temporary Essential Power (STEP) Program in the nation, repairing 106,000 dwellings in Puerto Rico with an allocation of $1.6B of federal funding. Additionally, he managed the $700M Vivienda Modernization Holdings 1 Program for the Puerto Rico Public Housing Administration, the largest single low-income housing tax credit transaction ever closed for the comprehensive modernization of 33 public housing projects (4,132 dwelling units). In addition to his large federal funding program experience, Samir is a professional electrical engineer with 15+ years of construction industry experience.
