Anna has more than 12 years of expertise in federally funded programs. She has recently focused on COVID-relief programs, including CARES Act and ERAP funded programs. Anna’s oversight of CARES Act and ERAP programs in Alabama, California, Colorado, Florida, Tennessee, and Texas has ensured quick and compliant services rapidly launched to address citizen needs. Her experience also includes serving as a regulatory expert for numerous states on $45+ billion of CDBG-DR funded activities.

Alethia has over 15 years of experience working alongside government agencies on state-sponsored programs. She provided Project Management experience on New York’s COVID-19 Rental Relief Program and served as Project Operations Launch Lead on the Emergency Rental Assistance Programs in Colorado and Texas. Additionally, she served as the Program Manager for the Virgin Islands $1.8 billion CDBG-DR Housing recovery program.

MARSHA DIECKMAN, CPA   | PARTNER

Marsha works with states to maximize COVID-19 funding opportunities and provides oversight to teams implementing related recovery programs. She leverages over 25 years of experience in tax consulting, planning and compliance when collaborating with states to create solutions. Marsha focuses on aligning Treasury guidance with state goals in creating programs from federal funding streams such as CRF/CARES Act, ERAP 1 & 2, and American Rescue Plan. Marsha recently led the successful design and operational launch of Tennessee’s Emergency Rental Assistance Program, which ensured thousands of applications successfully accepted in the first 24 hours.

JONATHAN KREBS, CFA, CGFM, CFE   | PARTNER

Jonathan has more than 12 years of direct oversight and involvement with federally funded programs. He has recently focused on CARES Act and COVID-19 Relief ERAP programs providing operations expertise in launching and delivering services to Alabama, California, Colorado, Florida, Tennessee, and Texas. Jonathan oversees all HORNE’s federally funded programs totaling more than $83 billion, including all COVID-19 recovery programs ($27 billion).

Neil has over 20 years of experience in leading multi-discipline teams providing program management services on large, federally funded programs. He is directly responsible for client services on programs totaling over $83B in federal funding. This oversight includes guidance for 1,200+ full-time professionals and part-time staff throughout the United States, including the US Virgin Islands and Puerto Rico. His strategic direction has led to the successful deployment of rapid solutions, processes, and innovative technology to effectively support client objectives. Under Neil’s leadership, HORNE’s Government Services practice group delivers best-in-class service, supporting activities with state and federal agencies, municipalities, non-profit and for-profit sub-recipients, and individual applicants receiving federal disaster aid.

Cathy has over 26 years of experience in accounting and disaster recovery. She provides expertise in financial and compliance oversight for FEMA and HUD-funded recovery projects and serves as an Operational Partner for HORNE projects across the country. In the role of operational partner, Cathy provides project management to the teams implementing FEMA and HUD funded disaster recovery programs. She has served in this role for projects in Mississippi, Texas, and Colorado.

Scott has 30 years’ experience leading teams at the federal, state and local levels to successfully find solutions for some of government’s biggest problems. He works around the nation in developing complex finance options and finding creative solutions for communities recovering from disasters. From 2003 to 2007, Scott served as the Deputy Chief of Staff for HUD where he directed personnel, political, and policy matters for over 9,000 employees across the country.

BRYAN MCDONALD, CPA, CFE, CFF   | PARTNER

Bryan is an expert on deployment of non-recurring Federal Funds at the State level. His work in the area began in 2005 with the billions in federal disaster aid allocated to Mississippi through over twenty federal funding streams and continues through the multiple CARES acts. He established the first state-based real time audit system for more than $2.8B in Public Assistance funding. The process was recognized by the Governmental Accountability Office in its report to Congress on disaster recovery and he was recognized by the Senate for his contributions. Bryan is a resource for complex Federal funding issues.

SAMIR EL HAGE, PE, MEM   | PARTNER

Samir leads our Puerto Rico team in providing program and grant management leadership for Puerto Rico in CDBG-DR hurricane recovery efforts. Puerto Rico’s recovery programs are the largest CDBG-DR programs currently funded by HUD CDBG-DR. Prior to his current role, Samir led the largest Sheltering and Temporary Essential Power (STEP) Program in the nation, repairing 106,000 dwellings in Puerto Rico. He also managed the $700M Vivienda Modernization Holdings 1, the largest single low-income housing tax credit transaction ever closed for the comprehensive modernization of 33 public housing projects (4,132 dwelling units). Samir extensive experience and knowledge of large federally funded programs has influenced HORNE’s best practices and processes – bringing efficiencies and innovations to all our clients.
